Both the headquarters and the board of directors are located in the Cologne division of GRS. The Cologne division accommodates all of the GRS departments excluding waste management. There is an emphasis on nuclear safety analysis, and conjointly: radiation and environmental protection.  Furthermore, the departmental projects, central services and research into nuclear safety are managed in Cologne.
