The safety requirements to be met by nuclear facilities are laid down in national laws and ordinances as weil as in technical regulations and guidelines. All of this is based  on the legal system, the administrative structure and procedures of the respective states. 
This report gives an overview of the current licensing and supervisory procedures tor  nuclear facilities In Germany. This overview is preceded by abrief descrlption ot the  German political system. the respective responsibilities of the Federal Government and  the states (Länder). and the legal and educational systems. This background 
information is essential to an understanding of the German licensing and supervisory  practice.
